Evinrude Lost Speed

I have a 1989 Evinrude, 110hp, that starts and idles good, after rebuilding carbs and replacing reeds, back to the original metal reeds.  Still having a problem with take off, no hole shot and plows water for at least 50 to 75 yards before it gets up on plane. After on plane it runs good but not as good as it used to. Used to get top speed of around 53MPH and 5400RPM now only gets 45MPH and 4600RPM.  Any suggestions?

Make sure the timing arm is moving the timer base all the way. That is the first place I would look.
