Evinrude Surging

I just bought an 18 ft center console Larson with a 1989 200 hp Evinrude Pro -V. It runs great all the way up the power band except it will only turn around 4600 rpm (trimmed as far up as it will go). Every once and a while it will surge up to around 5500 rpm and back down. Any suggestions on what to check?

Sounds like a carb problem. Those motors were famous for flow problems from dirt in the passageways. Since it has 1 float bowl per cylinder, it is most likely just one.
