Mariner Slow Speed Power Loss

Hi - hope you can help me. I have a 1991 Mariner 135 v6 on first starting (from cold) it will go well 65 mph with my picton royal 18'  but once I come off the plane and chug along for a min eg to pick up a skier etc or any slow speed run  it will not give any power  it will rev to max on the throttle but not once the prop is engaged

If I take it out of the water for a bit on to trailer and rev it  the power returns until I do slow speeds again  have checked the carbs (3) and  the oiler but can't think of what is causing it  pls pls help

 

If the carbs check out, move over to the Stator. These have commonly caused such running problems.
